Government Asset Management System Based on Blockchain with Proof of Work Mechanism

Government asset management plays a vital role in ensuring transparency, accountability, and the security of ownership data for physical assets such as land, buildings, and official vehicles. However, conventional systems are prone to manipulation and are difficult to audit publicly. This study designs and develops a blockchain-based asset management system that permanently records every change or mutation in assets. The blockchain technology implemented uses a Proof of Work (PoW) consensus mechanism to ensure data integrity and security in each recorded block. Every asset mutation is recorded as a transaction and stored in a block validated through a hashing and nonce process. The implementation results show that the system can transparently record asset mutations and allows public auditing through the provided blockchain explorer. The system is developed using the PHP programming language and JSON files as the data storage medium. With this approach, the system is expected to enhance transparency and prevent fraud in government asset management.

INTISARI
Sistem manajemen aset pemerintah memiliki peran penting dalam menjaga transparansi, akuntabilitas, dan keamanan data kepemilikan aset fisik seperti tanah, bangunan, dan kendaraan dinas. Namun, sistem konvensional rentan terhadap manipulasi dan sulit untuk diaudit secara terbuka. Penelitian ini merancang dan mengembangkan sebuah sistem manajemen aset berbasis teknologi blockchain yang mampu mencatat setiap perubahan atau mutasi aset secara permanen. Teknologi blockchain yang digunakan mengimplementasikan mekanisme konsensus Proof of Work (PoW) untuk memastikan integritas dan keamanan data dalam setiap blok yang tercatat. Setiap mutasi aset dicatat sebagai transaksi dan disimpan dalam blok yang divalidasi melalui proses hash dan nonce. Hasil implementasi menunjukkan bahwa sistem ini mampu mencatat mutasi aset secara transparan dan dapat diaudit publik melalui blockchain explorer yang disediakan. Sistem ini dikembangkan menggunakan bahasa pemrograman PHP dan file JSON sebagai media penyimpanan data. Dengan pendekatan ini, sistem diharapkan mampu meningkatkan transparansi dan mencegah kecurangan dalam pengelolaan aset pemerintah.
